Abstrakt

In any theory of human rights, some account of guarantees must be given. Too often, however, the debate focuses on judicial protection, leaving little space for the obligations of citizens. This paper analyzes the reasons why “horizontal” duties deserve to be taken seriously. They are an essential element both in terms of the validity and effectiveness of rights.
